What SHOULD be the log content?

What logging information is important in normal operation?  What is
important under special circumstances?

For example, it seems to me that all transfer operations (e.g., SMTP
arrival, POP3 retrieval), ought to log the amount of transfer along with the
related account(s).  This would be for the benefit of ISPs who need to bill
traffic to users.  I might argue that these messages should be logged in a
separate "transfer log" in a common format so that log analysis tools can
provide similar information to what we get from web and ftp analysis tools.

This is NOT for 2.1.  I just wanted to raise the issue.  This is one of
those times when a Wiki is a much better tool than a mailing list, but
perhaps Danny has ideas of where to capture ideas?  AIUI, changing the web
site requires a committer to change the CVS and republish the site.
