Updating revision numbers in log messages

Through I series of scripts, I've updated the various log messages
which reference pre-ASF revisions. I have not yet made the changes to
the ASF repo, for a couple of reasons: I'm not sure that we have
consensus on doing so, and there are a large number of changes to make
(~10 000, likely causing a flood of mail to commits@).

I'm happy to do commit this though, if folks would like. Thoughts?

Just run it locally? (svnadmin setrevprop)

We could probably work with infra to disable the post-revprop-change
hook for a bit while this operation runs. I'm happy to generate a
summary email of the results for review (or preview).

+1. But if there's a way to disable the emails for the duration, even
better. What I'd probably do is to produce trimmed diff output,
something like this:

-r850050:Tweaks to new make generator code introduced in r9935. These changes
+r850050:Tweaks to new make generator code introduced in r850009. These changes
-r850051:extra whitespace from project files introduced in r9935. These changes
+r850051:extra whitespace from project files introduced in r850009. These changes
-r850054:Fix bug that caused tests to fail introduced in r9965.
+r850054:Fix bug that caused tests to fail introduced in r850039.

...maybe with a blank line or something between revs, and post it in
some way.
