   Closing this, in light of https://github.com/apache/trafficcontrol/pull/3175.
   
   The plan with #3175 is to make separate snapshot tables, and keep the original tables the same, so Perl TO keeps working with them.
   
   If we change plans and decide not to do #3175, this is small and easy to do again.
