Is order of TAG parameters is important?

Hello,

I am learning JSP - I copied from:
 http://jakarta.apache.org/site/downloads/downloads_taglibs-standard.cgi
a jar with JSTL libraries, definition of c.tld and I copied sample program
from:
http://www.developer.com/java/ejb/article.php/1447551
When I try to run it I am getting:
org.apache.jasper.JasperException: XML parsing error on file
/WEB-INF/tld/c.tld: (line 43, col 9): The content of element type "tag" must
match
"(name,tag-class,tei-class?,body-content?,display-name?,small-icon?,large-icon?,description?,variable*,attribute*,example?)".

As I wrote - I copied c.tld file from th Apache site.

First I was getting an error that showed line 30 - I changed the order of
parms of a TAG parm - now it shows line 43.
So the order of TAG parameters is important?
Here is c.tld:

That tutorial is ancient, and out of date -- you don't need to put the
TLD files in web.xml any more, just put jstl.jar and standard.jar in the
lib directory of your app.

And no, the parameter order isn't significant.

FWIW,
