Attaching a simple patch which removes the instructions to download junit.jar from BUILDING.txt. junit.jar itself would be added in tools/java. 

Since we are not redistributing junit.jar as part of our public distributions, and junit.jar is already excluded from the -src distribution, I don't believe any further changes would be necessary. Please comment if you feel that we should delay adding junit.jar to the repository
