CF=Each_quorum,RF=3.
whenever two nodes down at the same time,i will fear that they may are serving some same data.if  they are in same rack,dont need to worry about with the NetworkTopologyStrategy replicate strategy,but not different racks.

so i think we need to provide a metrics or other information that we can know this.and this info will determine our strategy on fixing the problem of node down.
