[VOTE] Request to release (revised) Tuscany M1

We voted on tuscany-dev on a revised version that addresses the issues
Robert raised below and the results can be viewed at
http://article.gmane.org/gmane.comp.apache.webservices.tuscany.devel/3403

We would like to request approval from the Incubator PMC to release
this new version.
The candidate distribution can be found at
http://people.apache.org/~jsdelfino/test-incubating-M1/

Thanks

There may be a bigger issue here. Although most projects from
mozilla.org have been relicensed under MPL it appears that Rhino is an
exception and is still under NPL1.1:
http://www.mozilla.org/MPL/relicensing-faq.html#to-be-relicensed

NPL1.1 is one of the "exceptions" on Chris's list that was originally
banned but which was going to be reviewed. Has such a review taken
place and if so what was the outcome?

To be on the safe side, I'm going to propose that we remove the Rhino
jar from the distribution and update the NOTICE files etc. with
information for users on where it can be downloaded from and under
what terms. Do we need another IPMC vote after such a change or is
lazy consensus acceptable?

Please check with Cliff that your understanding regarding Rhino distribution
as you explained it to Bill's objection is correct. Not to hold up the
release, since you've documented the license and are in the Incubator, but
just to be sure for your future development.

Passed with +1's from dims, jim, pzf, stoddard, jstrachan and no -1's.

Thanks to everyone for reviewing and voting.

MPL1.1 is on Chris's list as a "Class B" license which AIUI is OK to
distribute in binary form. The artifact we are redistributing is the
unmodified binary so I believe we are OK.

I just noticed this distribution redistributes (unmodified?)the MPL 1.1 licensed Rhino JavaScript engine. MPL
1.1 is significantly more restrictive than the AL 2. Is this a concern?
