[Bug 3021] Use whitelist_from_rcvd failure as forgery rule

A variation on the idea: How about extending blacklist_from to be
blacklist_from_rcvd and add a negation symbol to the ip address wildcard syntax
(so you can blacklist all mail from a particular email address that does not
match the mailer hostname pattern)?

That isn't as automatic as having every whitelist_from_rcvd imply a
FORGED_RECEIVED rule but it has the advantage that the forgery rules can be made
explicit, it could replace existing special case forgery rules, and it could be
used to satisfy the enhancement request in bug #2532 if we allow the email
address portion to be wildcarded.
