Seems reasonable! The existing "fail fast" in the rust matrix wasn't intentional. I believe this would be fixed by setting `fail-fast: false` in the `matrix` but it's been a while since I configured that in a GitHub actions workflow.

@paleolimbot What are your thoughts on making it so failing `cargo clippy` doesn't short-circuit the rest of the Rust checks? It's especially easy to forget to do since it's not included in the pre-commit.
