Not sure about Red Hat.. but should not the module look like:
LoadModule php_module modules/libphp4.so

Look in the modules directory in Apache and look at the module name, 
then rename the php_module.  Also, did you build php as an dynamic or 
static module.  I think you should not have both directives in your 
httpd.conf file.
