Change TM2 to not 503 for new unpolled caches
Changes Traffic Monitor 2.0 to not return 503 when a new CRConfig with
new, unpolled caches is received, after startup. Now, it only returns
503 until all initial caches are polled when starting up, but never
again.
You can merge this pull request into a Git repository by running:
$ git pull https://github.com/rob05c/incubator-trafficcontrol tm2-changeunpolledstillavailableafterstart
Alternatively you can review and apply these changes as the patch at:
