   ## Summary
   
   This PR intends to add support for both the Periodic (`CONFIG_TIMER`) and Oneshot (`CONFIG_ONESHOT`) timers for the currently supported Espressif RISC-V based chips:
   - **ESP32-C3**
   - **ESP32-C6**
   - **ESP32-H2**
   
   ## Impact
   
   New feature, no impact if not used.
   
   ## Testing
   
   Successful execution of `timer` and `oneshot` examples in the following defconfigs:
   - `esp32c3-generic:timers`
   - `esp32c6-generic:timers`
   - `esp32h2-generic:timers`
