   Today it's possible to do it at compile time, plus the user can set it on the integration platform. But in case of global installation, one may want to set a different base for all namespaces in the operator via an env var.
   Even for namespaced installations that happen via OLM, one may set the base image in the CSV so that all users get a different result.
