[RELEASE]: propose a AOO 4.1.1 bugfix release as next release

Hi,

over the last weeks we have seen some bugs that seems to be serious
enough to provide a AOO 4.1.1 bugfix release. Well this is at least my
opinion and I would like to volunteer again to manage such a bugfix
release as acting release manager.

The issue 124985 [1] can be seen as a meta issue where we have started
to collect potential candidates for a AOO 4.1.1 bugfix release.

If nobody has bigger concerns or arguments against such a bugfix release
we can continue with a more detailed planning, like schedule,
milestones, QA, detailed selection/proposing of blocker issues etc.

I would like to keep the effort minimal because the main work should go
into a future release 4.2? It really depends what we can achieve when,
you all noticed the ongoing OOXML project that we drive and we will not
enable this work when we are not satisfied that it is a good alternative
and replacement for what we have today ;-)

But before we continue I would like to hear other opinions.

Looking at the meta issue it appears that a 4.1.1 bug fix release would
be appropriate at this time.

OK, then I'll publish my suggestion for a detailed release plan tomorrow 
or Saturday.

+1.

When I look only on the severity with the picture lost/crashes problem 
and the number of issues for the mouse scrolling problem on Mac, then a 
bugfix release is worthwhile. And when more issues could be fixed even 
better.

for sure we will define a fixed deadline and I will not merge anything
after this deadline. And in general if people work on improvements for
translations they should create immediately an issue to track it. If it
fits in the next release or not is of course something different and can
be decided on demand.

As long as we have no automatic integration it works via issues as in
the past. And of course I don't see that this will change soon because
nobody really works on it at the moment, at least not visible

Seeing the list, I agree a 4.1.1 is desirable.

Sure, but I suggest to give translators the opportunity to:
a- Fix translations
b- Complete translations in time

Of course we always had some deadlines, but they didn't always work well 
(e.g., people were expecting that fixing bugs in Pootle was enough). We 
should make an effort to communicate them better this time, especially 
if the schedule is expected to be quite short.

I took a quick look at the meta issue. Hopefully we can fix some issues
with 4.1 that are confirmed as regressions. And, additional languages.
