URL: https://github.com/apache/fluss/issues/3091
### Search before asking
- [x] I searched in the [issues](https://github.com/apache/fluss/issues) and found nothing similar.
### Motivation
Currently, `RemoteLogFetcher` fetch remote log sync which will cause the recovery process may be significantly slowed down by the download time of remote segments, especially when there are many segments to fetch. See:https://github.com/apache/fluss/pull/2855#discussion_r3091682902
### Solution
