Not expanding URIs when storing them in locations hash

Summary: Not expanding URIs when storing them in locations hash
           Product: Xerces2-J
           Version: 2.5.0
          Platform: All
        OS/Version: All
            Status: NEW
          Severity: Normal
          Priority: Other
         Component: Other
        AssignedTo: xerces-j-dev@xml.apache.org
        ReportedBy: gareth@decisionsoft.com

Currently we store uri -> location and only look this up when we require it. The
problem arises when this happens in a different schema (and therefore
potentially a different directory). If the path was relative it is now incorrect
and we fail unable to find the schema.

Suggested fix: expand the location part of the when inserting into the hash table.

Note: This problem still arises for the user defined schema location pairs (in
DOMConfiguration), but the desired behaviour in this case is not so clear.
