   ### Issue description
   
   `google-cloud-logging` SSL verification settings currently need to be configured in the auth_config structure or auth_file configuration file to take effect. Currently, when using the file key configuration configuration, the key file downloaded from Google Cloud is usually configured directly into APISIX. The default file does not contain SSL-related settings. At this time, SSL Verify cannot be dynamically adjusted through the plug-in configuration.
   
   Solution: Adjust the configuration of SSL Verify to the primary structure of the plugin configuration.
   
   For example:
   ```json
   {
       "google-cloud-logging":{
           "auth_file":"/path/to/private_key.json",
           "ssl_verify":true,
           "...":"..."
       }
   }
   ```
   
   ### Environment
   
   - apisix version (cmd: `apisix version`):
   - OS (cmd: `uname -a`):
   - OpenResty / Nginx version (cmd: `nginx -V` or `openresty -V`):
   - etcd version, if have (cmd: run `curl http://127.0.0.1:9090/v1/server_info` to get the info from server-info API):
   - apisix-dashboard version, if have:
   - the plugin runner version, if the issue is about a plugin runner (cmd: depended on the kind of runner):
   - luarocks version, if the issue is about installation (cmd: `luarocks --version`):
