The element:
<xsl:key name = "key_test" match ="test" use = "substring(date, $x, $y)" /> 

is using a variable reference, $x and $y which is not permitted. XSLTC is not detecting this at parse time, which it should, and later throws an exception at runtime.

Marking this as fp4 per the Xalan-J issue meeting on May 3, 2005.
