blank page: some clues

i just got the blank page in lenya. upon investigation, it only occurred 
when i started tomcat from the start menu, which does a

C:\j2sdk1.4.1_01\bin\java.exe -jar -Duser.dir="C:\build\tomcat-4.1.27" 
"C:\build\tomcat-4.1.27\bin\bootstrap.jar" start

when i lauch tomcat by double clicking

C:\build\tomcat-4.1.27\bin\startup.bat

it works fine.

i presume that some setup tasks are handled differently. this might 
explain the intractable problems some users were seeing. i would 
appreciate confirmation / more information.
