to implement the rules to determine whether a component class is enabled /
disabled for a particular product . Read about

[attachment:t350_r1433322_product_component_enable.diff Attached patch]
implements this feature and includes test cases to check for a consistent
behavior (all four enabled / disabled combinations actually tried) .
As a side effect it also incorporates compatibility with `setuptools`
`test` command to run config test suite .
