Alrighty thats a wrap.

As the vote has been open more than 72 hrs and we have had a quorum the
results are as follows:

+1s: 3
-1s: 0

And as such I declare this VOTE passed.

Thanks to all who voted and I’ll ship the bits tomorrow.

Some comments

- Copyright date range in NOTICE.txt should read "Copyright 2010-2018
The Apache Software Foundation" rather than "Copyright 2010-2015 The Apache
Software Foundation"
- We should also review the remaining content with NOTICE.txt as I
suspect that some of it is out of date and needs to be remove or updated.
- I observe that NOTICE.txt and NOTICE are out of sync... we should
synchronize the content and remove one of them.
- What purpose does DEPENDENCIES serve now? It is essentially an empty
useless file.

The RC builds and tests resulting in a BUILD SUCCESS
