[I] Generate API changes in javadoc [accumulo]

keith-turner opened a new issue, #5831:
URL: https://github.com/apache/accumulo/issues/5831

   Newer versions of the javadoc tool support a `--since` option. Below is the output for this option from running `javadoc --help` in JDK 17.

   ```
       --since <release>(,<release>)*
                     Document new and deprecated API in the specified releases
   ```

   Below is an example of the output for this option for the JDK itself.

   https://docs.oracle.com/en/java//javase/17/docs/api/new-list.html

   This new option could be used when generating javadocs for Accumulo 4.0 to should what methods are new and deprecated since 2.1.

   Was curious when this was added to java, seems it was jdk17. Found the following issue for the feature.

   https://bugs.openjdk.org/browse/JDK-8263468

   Looked at the documentation for the maven javadoc plugin, have not found any options for this new feature so far.
