Since the pandas-on-Spark includes the mlflow and delta features and related tests, we should install the mlflow and delta in our Github Actions CI so that the test won't be skipped from Spark 3.2.

 

We should also add a logic to check Spark version, to install the mlflow and delta only for the Spark 3.2 and above.
