   I wonder if this should be considered a failure *IF* the full *artifact name* is specified on the command line, rather than just an element name.
   
   I.e. nothing guarantees that `hello.bst` has an artifact, and it's not a fully specified artifact, but rather `project/hello/<cache key>` is a very specific artifact so it may make more sense to call this a failure ?
