The Apache Phone Book app does not display anything for Tac or Member.

This is probably because it assumes that each LDAP committee has a corresponding Unix group (not true for Tac) and vice-versa (not true for member).

It looks like the problem is the way the committers.json file is created by the people.lua code: if the entry is missing, an empty dict is added; it should add an empty array.
