[VOTE] Release Apache Etch 1.0.2-incubating

Ok folks I believe we have our first Apache release candidate for  
Etch: apache-etch-1.0.2-incubating.

With this release we have updated all of the licensing/headers for the  
project to meet Apache standards, fixed a few bugs and validated under  
Windows, OS X and Linux (Ubuntu).

We *have not* in 1.0.2 changed the package names from "etch" to  
"org.apache.etch", that change will be in our next release, apache- 
etch-1.1-incubating, which will be ready for release in another 2-3  
weeks. We did not change the package names to maintain compatibility  
for folks running the pre-apache 1.0.x releases who are only  
interested in bug-fixes.

We have met the threshold for committer votes in the following threads:

+1, Mentor and binding.

I have checked the legal aspects of this release and can not find
anything particularly wrong about it. I also gave the 'heads-up' for
waiting with the package name change.

All in all, the guys have been very active working on this release in
an open, transparent manner, with what seems to be all discussions on
list. I would like to see some more diversity before recommending a
graduation, as from my PoV that is the only thing this brand new
community is lacking at the moment.

I have updated the packages with a DISCLAIMER.txt file.

The previous candidates have been removed and replaces with new files:

There needs to be this text included:

"Apache Etch is an effort undergoing incubation at The Apache Software
Foundation (ASF), sponsored by the Apache Incubator PMC. Incubation is
required of all newly accepted projects until a further review indicates
that
the infrastructure, communications, and decision making process have
stabilized
in a manner consistent with other successful ASF projects. While incubation
status is not necessarily a reflection of the completeness or stability of
the
code, it does indicate that the project has yet to be fully endorsed by the
ASF."

The Incubator policy page mentions that this is required:

"the release archive MUST contain an Incubation disclaimer (as described in
the previous section)"
  - http://incubator.apache.org/incubation/Incubation_Policy.html#Releases

but that previous section mentioned appears to be missing. The release
management guide also mentions it but has a TODO to finish the section:

"TODO: the incubator requires that users are informed that the by including
a standard disclaimer. may be include in README, RELEASE_NOTES DISCLAIMER."

I probably missed the disclaimer text completely. Is there a
web-page/reference that describes what should be in it?

As for the headers, this is a known inconsistency in some of the
source files. We have already corrected it in trunk and it will be
part of the 1.1 release.

to have a brief sentence or two saying what the project is about.
