[Discussion] [Doc] Proposal to multithread workers in Beam Python SDK

Hi all,

I am working on enhancing the multithreading in python SDK to improve
performance.
The document summarize the problem and proposed solution with some
backgroud of the code structure.

Please provide feedback on the solution.
