The documentation for creating new Cocoon actions (for sitemapping) is
incomplete, as it doesn't mention (so far as I could see) that you need to
declare a component  in cocoon/WEB-INF/cocoon.xconf (or elsewhere?) in order for
the action to work properly.

Maybe this is basic tomcattery or apachism, but I might not be alone in (as
indicated by those neologisms) having to learn all this at once.
