    Fix structurally invalid HTML on the RM helper page
    
    The three raw <h3> headings inside the component reference table each
    opened a Doxia section that Doxia only closes on the next heading, so
    </td>/</tr>/</table> closed over an open <section>, and the last one
    stayed open through the whole <script> block. Browsers already repair
    this silently, so nothing was visibly broken; this is a pure structural
    fix. Replaced each <h3> with a non-heading element carrying the same
    computed style, with the same <a id="..."> anchor placed explicitly so
    the three published anchors (Component_category, Component_information,
    Instructions_to_publish_component_release_documentation) keep resolving
    exactly as before.
