[VOTE] Release Apache Cassandra 0.7.8

Cassandra 0.7.7 has just been release, but a regression in it has been found
(hints are not delivered):

The fixed has been committed and thus I propose the following artifacts for
release as 0.7.8.

Staging repository:

The artifacts as well as a debian package are also available here:

Because 0.7.7 was released so recently, the changelog for 0.7.8 is very thin
and has mostly minor, unlikely to break anything, fixes (that is, outside of
CASSANDRA-2928). I thus propose an expedited vote of 24 hours (longer
if needed).
