Petition for check-in release 2.3

If using metadata preload cache feature and authorization is disabled, TRAFCI does not start.


1)        Is the change needed to be in due to business reason or is it fixing an issue seen in R2.3 testing?  --
a.      Issues found during preload metadata cache feature testing, it is a release stopper for QA


2)        You have validated this change sufficiently - unit tested change

3)        New tests added to test this change - none


4)        Changes have been reviewed and the all the review comments are satisfactorily resolved. Contributions shouldn't be penalized for lack of reviewers - https://github.com/esgyn/traf-plus/pull/2920

5)        What is the risk to the stability of the current code base - low
