### Motivation
The Pulsar website build is extremely slow (1.5 hrs+). It also often times out after 2 hrs.
### Modifications
Since the `yarn run crowdin-upload` is the slowest task, run it only once per day.

@sijie @tuteng The reason to move quickly is that the website build has been broken for quite some time and it's delaying the announcement of 2.6.4 release. I'd like to address that problem during today. There are more PRs in the pipeline to fix the issues. I'll add you in the reviews.
