### Description of PR
Backport YARN-10720 to branch-3.2. I had to fix the conflicts by partiallly backporting YARN-8448, so I want to run precommit job for this change. If it ran successfully, I will push it.
### How was this patch tested?
Compiled and ran TestWebAppProxyServlet locally.
