*ProviderService to be notified of lost containers

Does it make sense to inform a Provider (e.g. AgentProviderService) when a
container is lost? This can be used to do cleanups if the provider service
maintains a container specific state.

For example, APS maintains the liveness state of each container so it can
clean that up.
