This directive appears to be a way to set flags that would normally follow ProxyPass in a <Proxy> block 
(e.g. for BalancerMember). But I haven't tried it out yet.

It can be used inside a proxy block to set the parameters for the URL given in
the <Proxy > line. These can be either worker or balancer parameters depending
on the URL in <Proxy >.
It can be also used outside of the proxy block if its first parameter is the
name of the worker / balancer.

If you apply r427920 from trunk to 2.2.x, it also creates the appropriate worker
/ balancer if it is not already present and ProxySet is used inside a proxy block.

If you apply r427928, r428291 from trunk to 2.2.x you can also set the
respective parameters in the <Proxy > line. Note: This does not work for
<ProxyMatch > or for URLs with wildcards.
