deploying

hi

i am deploying the service using the command line using the command

java org.apache.soap.server.ServiceManagerClient 
http://hostname:port/soap/servlet/rpcrouter deploy foo.xml

Can any one please tell me what's going on here, i am not able to understand 
for a long time, i request you anyone please tell me what's going on here.
