{{conf/log4j.properties}} hardcodes log level for the top hbase package to DEBUG: {{log4j.logger.org.apache.hadoop.hbase=DEBUG}}
and there is no easy way to override it without modifying this file.

It would be useful to have a variable, say {{hbase.log.level}}m in this file so it can be passed from site environment: {{-Dhbase.log.level=INFO}}
