In Service Offerings -> Add compute offering,

by default in Chrome the Public checkbox is unchecked, the option of choosing the domain only appears after 2 consecutive checks in the Public checkbox.

In Firefox the Public checkbox has proper behavior.

The issue must be fixed for Chrome.
