[CANCEL][VOTE] Release Apache Uniffle (Incubating) 0.6.0 rc1

       I'm canceling the vote

       Thanks Kaijie Chen and Felix Cheung's suggestion. I'll fix them and
start the round 2 vote.
       The detail of the modifications are as follows:
       1.  I will cherry-pick some flaky test fix prs
       2.  I will cherry-pick
https://github.com/apache/incubator-uniffle/pull/255 to fix character
encoding's problem.
       3. I will replace DISCLAIMER with DISCLAIMER-WIP for our first
release
