Making incubator disclaimer prominently visible

Guys,

congrats on a nicely looking website! One think
that I've noticed is that the Incubator disclaimer
is now missing. You need to make sure it is
prominently displayed:
    http://incubator.apache.org/guides/branding.html

Hey all,

hope this finds you well. : o)

Based on the suggestion from Greg, I've replaced the home brewn page
layout with Materialize CSS.

I need to correct my last message, I've used Materialize CSS instead
of Bootstrap as a starting point.

Sorry, doesn’t work, there is no way to read the first para in IE (works fine in Edge). I can simulate the problem by scrolling up in Chrome, but scrolling up in IE just moves more behind the banner (which is intended behavior).
