Sample Event Publisher for Stratos 4.1.0

Hi,

I've updated the Stratos sample publisher to match the messaging model in
Stratos 4.1.0. This tool can be used to publish custom event messages to
MB. It is useful for troubleshooting issues and testing when developing
messaging related components.

GitHub repo for sample event publisher can be found at [1].

I'm planning to write integration tests for Python cartridge agent using
this.
