After looking through 3.5 source code, I couldn't see any difference in how the infostream file was handled, so as an experiment, I enabled infostream in my config and restarted one of the cores.  The file went into the current working directory, which means my recollection of how it worked in 3.x was incorrect.

Closing this issue as invalid and open a new one with my reasoning on why we should change the default location.
