Spanner Backend Support

Hi All,

I plan to develop Google Spanner backend support for Polaris. Byron Ellis
already has a PR open. I rebased the initial PR, and I am planning to
complete the implementation before the next release. Dmitri Bourlatchkov
asked me to give the community a heads-up on the initial PR, which is why I
am sending this email.

Hi Talat,

Thanks for sharing the update! I'm very excited about the implementation.
Spanner support will be a great addition to the Polaris ecosystem.

Looking forward to seeing the progress, and please feel free to loop me in
