Added new REST API method to update network partition

Hi Devs,

I have added a new rest API method to update Network Partition (STRATOS-1163
<https://issues.apache.org/jira/browse/STRATOS-1163>) and sent the pull
request (PR-199 <https://github.com/apache/stratos/pull/199>).

HTTP Method Resource Path

   PUT     /
<https://cwiki.apache.org/confluence/display/STRATOS/4.1.0+Describing+an+Auto-scaling+Policy+via+REST+API>networkPartitions

I was able to test and verify the network partition update with the
following curl command and view the update in the stratos ui.

curl -X PUT -H "Content-Type: application/json" -d @'np.json' -k -v -u
> admin:admin https://localhost:9443/api/networkPartitions

Great work Vishanth! We need to test update-network-partition CLI command
with this.
