Deploying EAR files in the webapps directory

Hi

Just for visibility, I have committed a fix for deploying EARs in the
webapps folder. It does work, but the artifact was being deployed twice. I
added a basic check for the presence of the EAR file (or RAR file) when
exploded directories were being deployed.

Any issues, please let me know. Happy to port to the EE8 branch too.
