Note that the full license still remains in the /external/*-license.txt files so the notice is all there.
While the 'License:' header just defines a 'license family'. Licenses that are identical but have different authors are basically part of the same 'family'. And this is what a nbbuild/licenses file represents: an archetypal license family.
So we could have a new nbbuild/licenses/MIT-example file only if this has some changed paragraphs compared to plain MIT.

I think we should not change it - this is from the MIT license:
The above copyright notice and this permission notice shall be included in all
copies or substantial portions of the Software.
The changeset basicly removes that required notice from the distribution. We could relocate it to notice, but then we would not gain much, but just move the problem around.
