Some messiness is getting placed in that file, such as:

lang fr clear-unsafe-report-template
lang de clear_unsafe_report_template
test            T_FUZZY_STOCK   fail Stock
lang de report Software zur Erkennung von "Spam" auf dem Rechner
test EMAIL_ROT13 ok  qhabs^ebtref(pbz
lang pt_BR unsafe_report Caso queira l<EA>-la, <E9> mais seguro salvar como texto e
[etc.]

"test" lines should probably be sent to the sandbox.cf; the internationalised
report lines etc., I'm not sure about. It might be best to defer dealing with
those until bug 5123 is resolved, since they could be moving back to the "rules"
dir (with any luck).

ok, test lines are now redirected to sandbox as of 463742.
