To clarify: https://issues.apache.org/jira is shared between all Apache projects that use it, so it's not necessarily easy to get special modules and plugins installed of configured for a specific project.

OTOH the NetBeans PPMC can get their own box (VM etc.) and run specific services there, as long as the PPMC accepts responsibility for running those services.
