[PR] Docs: Meetup Guidelines [iceberg]

danicafine opened a new pull request, #13520:
URL: https://github.com/apache/iceberg/pull/13520

Updating the community page to include guidelines for Apache Iceberg Meetup <Location> as per the dev list [discussion](https://lists.apache.org/thread/ls2rg4xcwk9hnhtotor5f9xsrbdknw1s).

As part of this, I also reorganized the page contents a bit to flow better, focussing on discussion and events, respectively.

-Iceberg has four mailing lists:

Review Comment:
Is it possible to add a link to https://lu.ma/apache-iceberg or each geographical community pages so readers can find new events? I know the Luma site is "unofficial", though.

(No need to handle in this PR)
