## What is the purpose of the change

There are problems if users using FileSink want to upgrade their Flink from 1.13 to the latest 1.15. This pull request fixes some of them relating to the compaction.

## Brief change log

- Check if the uid is set if the compaction is enabled, to ensure the state can be managed properly.
- Allow a job of 1.13 with a FileSink whose uid is not set to be upgraded to 1.15, by not changing the topology.
- Since compactor place holder can be omitted, disabling compaction must be explicit .

## Verifying this change

This change is already covered by existing tests.
